Average facility costs rose 3.6 percent, year over year, as
indicated by the non-residential operation cost index. Residential
occupancy costs increased by 5.1 percent. Both were greater than
the CPI's (Urban Consumers, All Items) increase of 3.4 percent over
the same period.
